More than a third of drivers do not pay enough attention to the road, according to insurers Direct Line.
Independent research commissioned by the company revealed 2,000 instances of careless driving from a group of 11,000 motorists observed over two weeks.
Overall Leeds was found to be the least considerate city, with London coming fourth in the table. Almost half of Manchesters drivers failed to stop at a crossing, while Birmingham was worst for using a mobile while driving, with 16 per cent doing so.
National figures showed 31 per cent of motorists fail to indicate before changing lanes or turning into a junction. A total of five per cent were seen using a mobile phone, while 17 per cent failed to stop to let pedestrians cross.
Direct Line spokesperson Emma Holyer said: "We conducted the research to find out how many drivers are flouting the law and our findings are shocking. Careless driving is a major cause of accidents."
The company is encouraging drivers to be more careful, as dangerous driving is punished by up to nine penalty points and a £2,500 fine.
