Car insurance provider More Than has spoken out against drug-driving and regards the issue as "the biggest emerging risk on our roads".
The claims follow research by the company in which more than one in five people admitted to driving while still under the influence of drugs.
Furthermore, seven per cent of respondents to the survey stated that they have been involved in an accident as a result of their judgment being impaired by drugs.
Mike Holliday-Williams, managing director of More Than, said: "Drug-driving presents a serious risk not only to those who choose to do it, but also to other motorists."
"It is vitally important that highly effective measures are put in place as quickly as possible," he added, calling for a "crack down" on offenders.
Of 666 motorists tested for their fitness to drive over the festive period, 38 per cent were suspected of being driving-impaired due to drugs.
More Than adds that the issue is increasingly relevant as the number of people admitting to use of heavy drugs such as cocaine has increased by 144 per cent since February 2003.
The insurer states in its policy that accidents following the use of non-prescription drugs, or those for the treatment of drug addiction, are not covered.
